It was the legislator's brother who beat me up


I begged for help and tried running away too, but no one helped me.


They  beat me up real bad.

I have reported the entire story to the police as well


A woman in Uttar Pradesh filed a police report that a BJP M.L.A had raped her


After filling the report, her family started receiving death threats asking her to withdraw the police report


They also claimed that the politician's brother came to their home and attacked their father


After that they stood outside UP Chief Minister's residence to demand justice


In turn , her father was arrested by the police and booked him on unknown charges and kept him in custody.


After a few hours her father died of his injuries in police custody


Their relatives say that, he was beaten up badly in police custody and he succumbed to his injuries.


Do you think that the police acted on their own in this entire situation ? The answer is "NO".


The truth about the police in our country is that they are simple puppets in the hands of the politicians. They do as they are asked.


and this case is not unique as you will find similar incidents is many cases.


e.g.1 No action was taken by police during the violence incited during the  Ram Rahim verdict,


e.g. 2 No action was taken during the Karni Sena violence.


e.g. 3 Police resorted to lathi charge on students protesting against SSC scam


e.g. 4 Police injured 40 farmers by resorting to lathi charge in M.P.


This makes it clear that the police department does not operate independently but only follow instructions of the politicians.


This power is often abused by politicians to protect criminals from police and many a times the other way around.


The police is also used in party propaganda, where the political party in power uses them against the rival parties


Like in New Delhi, since the Central Government controls the police, they often use them to arrest rival politicians on falsified cases.


even after several warnings from the High Court.


The point is Indian Police have turned into puppets in the hands of politicians


There must be a problem in the system that has made this nepotism possible


allowing politicians to control and manipulate police work to their favour


I would like to demonstrate in this video, the way this problem can be fixed


Indian police has been been lingering on the same system originally built and designed by the British Empire


Police Act of 1861 was introduced by the British, and since then there has been only minor changes on this system


The core structure of function and reporting remained the same since its introduction in 1861


The problem lies in the core purpose of this system as it was designed to oppress and control the population....


rather than to protect and serve as it should be in a democracy.


This problem was addressed first in 1979, by the Janata Govt. where they decided to bring reforms in the police system


They introduced "National Police Commission 1979", designed to bring about the reforms required in a democracy


However, no implementation was done for the next 20 years.


In 1999, the Govt. introduced The Riberio Commission 1999 inspired from the National Police Commission 1979 with further  improvements


However, even that not implemented.


After a year, in 2000, a new committee was formed called "Padmanabhaiah Committe" and three years later another called "Malimath Committee"


However none of these were implemented.


In fact , the report directly addressed to the negligence in the  implementation of the same as well.

As no implementations were carried out after several reports being made,  DGP. Prakash Singh, UP filed a PIL in supreme court to instigate an action towards the reforms in 1996.


After a long wait of 10 years The Supreme Court finally gave a verdict on the 22nd September 2006


It was a historic day. The Supreme court gave seven directives to the govt. to reform the police system


The seven directives are as follows....


Formation of a State Security Commission, this was to control the influence of the State Govt. on the Police Department


2 & 3. Minimum Tenure of two years for all ranks above SI. This was to prevent favoritism and abuse of transfer by politicians to suit their needs.


This is a major problem in Indian Police Dept, and in a way routine to all politicians. This directive was aimed at improving police independence in performance of their duty.


It is also said that, once a new govt. is formed the politicians as a routine transfer the DGP first hand and re-appoint their favorite officer.


So, the 2nd and the 3rd directive enables a merit based appointment of officers.


and minimum of 2 years service to one location before transfer in order to gain independence.


4. Separate investigation and law and order wings.


5.  Formation of Police Establishment Board. This board will overlook transfers and promotions and validate them.


6.  Formation of Police Complaint Authority. This department will take are of public complaints against the Police Dept.


7. Formation of National Security Commission. This  dept. will enforce internal policies and laws within the dept. overlooking through transfer, promotions,etc.


It may be evident by now why the politicians hate the new verdict as this makes them lose their influence over police


No state fully implemented the directives in its originality but tailored them to suit their needs and in many cases ignored completely.


In 2014, Modi Govt. came to power and also promised implementation of police reforms, but the trend continued.


In fact the Modi govt. went a step ahead and enriched their influence on Indian Army and politicize them.


Through the Indian history it was the second time that the Army Chief was not appointed based on seniority in 2016.


Normally, the appointment of army chief depends on the seniority and experience. However this was an exception.


Indira Gandhi was the first one to do the same.


Also, 6 months ago, the central govt. sanctioned Rs.25000 crore package for police modernization under pretension of police reforms however both are two completely different things


My point is, Indian Army, Indian Police, Government and the Judiciary should operate Independently for true democracy and also developement.


Most developing countries have an independent  system with no influence of politicians


They have the power to arrest politicians if need be to uphold the law. This I think is the main difference between developed, developing and under developed countries.


I feel that if these directives were to be implemented correctly, the law and order situation of the country will improve drastically

We need to vote the right people, not the ones biased with religious propaganda.


We also need to question our local MPs, MLAs, whether they will raise this issue in Parliament


Will they enforce the directives of Supreme Court ? This should be the basis of our decision to vote the right person.
