Namaskar Friends, let's talk about Delhi and everything that's happening in Delhi.

The problem between Delhi Government of Aam Aadmi Party, IAS officers and their association, LG that is Leftinent governor and center Government, the protests here and all the strikes that's happening here

who is correct and who is wrong, I am going to talk about all this things in this video with different perspectives.

Come let's see

Friends to understand this whole situation we need to step back and see the foundation of the democracy.

You might be knowing that there are four pillars of democracy- legislature, Executive, judiciary and free media.

You know the function of judiciary and free media so I would like to focus on Legislative and executive.

Legislative includes our Government, our politicians whose work is to make laws.

Executive includes our bureaucracy which comprises of our IAS officers and different civil servants.

Their work is to execute the laws made by the politicians

to implement them and to keep a check on their day to day working of their implementation

and it's also their job to report in the meetings to the politicians about the implementations of the laws and the changes that need to be brought here.

They don't have the power to make their own laws. They only implement and execute the laws made by the government.

The IAS officers working under the state Government in a normal state have to report back to the ministers of that state only.

This used to happen even in Delhi till 2015

but this is not happening after 2015, specifically after May, 2015

In May 2015, Modi's central government issued a notice to Delhi's state government

in which it was stated that all the IAS officers will no more report to Delhi's state government, Delhi's chief minister instead they will report the Delhi's leftinent governor LG

This was a very undemocratic decision as Delhi's LG is appointed by  the central government

and people who have appointed the government by winning 637 seats of AAP, their bureaucracy control is taken away and given to the central Government.

It was also said in this notification that the control over service department and the anti corruption bureau will also be given to the LG.

Services department has the power of transferring. appointing and punishing an IAS officer.

In every other state of the country, IAS officers report to the state government, it has the power to appoint or transfer the IAS officer but here all of this was given to the LG.

The root cause of all the controversies that happening in Delhi, I would say is this notification from 2015.

since 2015, chief minister of Delhi, Mr. Arvind Kejrival has raised his voice against it and even brought this matter in court.

at this point friends, this hearnng is going on in the supreme court to decide what power should the LG get and what  powers should Delhi's chief minister get.

till now even after 3 years this is still going on in the supreme court.

one more situation I would say that this thing has escalated is the February  2018's allegedly assault on Delhi's chief secretary.

Delhi's chief secretary, Anshu Prakash went to Kejrival's house, where Aam Aadmi Party's more MLA's were present there he said that he was slapped and assaulted.

Now police is investigating whether he was assaulted or not.

Police has taken the CCTV footage from the house and it's been 5 months now and police is still investigating and don't know why it's taking long

after that we will get to know whether this incident took place actually or not?

but after this incident IAS officers and IAS association are very upset with Delhi government.

some officers from IAS associations said in the press conference that they are afraid after this incident.

They are afraid of meeting government officials that even they can face the assault and they don't trust the government.

After this incident, IAS officers are not working properly. somewhere they have gone on strike.

I would call this strike as the alleged strike.

however the IAS officials are denying the strike whereas Delhi government and Kejrival says that they aren't coming for the meetings and that's affecting the work since the last 4 months.

Kejrival- Some people were saying that there's a lot of environmental issues going on and on the other hand Environment secretary is not attending the meetings since last 4 months.

Every 15 days meetings used to happen earlier, since last four months no meeting took place as environmental issue

What should we do? How should we do?

Delhi Government ministers says that since the last 4 months they have tried a lot to find out the solution of this through talking.

so that the officers start attending the meetings and the work in Delhi continue to progress.

In this matter  Kejrival and Manish Sisodia both said that they have tried 4 times to talk with LG and requested them to end the officer's strike and ask them to attend the meetings

but every time LG says that he will work on it next week.

but nothing happens every week. so since last 4 months he has been saying next week, next week

and now finally Arving Kejrival and his 4 other ministers have decided to wait at LG's office till he takes any decision

So, they are waiting there since last 6 days, which can be called as a "dharna" a kind of protest

as Satyaendra Jain is on food fast and waiting for LG, also received a response to stop  that strike.

These 4 officers who are waiting outside the office has 3 demands.

first demand is that LG should stop this unofficial strike. The allegedly strike that's happening by the IAS officers needs to be stopped.

so I told in the beginning of the video that all the powers belongs to LG, whom to appoint whom to transfer and all the officers report to LG only.

Second demand is that the action should be taken against the officers who are not working. They should be transferred or punished in some way.

Third demand is about the doorstep delivery of ration, ration should be delivered at the doorstep so as to stop the ration mafia.

What does LG have to say here? Friends LG has nothing to say as these people are waiting since so many days to meet the LG but he didn't come to meet them.

LG neither wants to give out the press conference at this moment nor wants to have  a meeting with the chief minister of the state.

Infact it was a Friday when LG worked from home and didn't even come to the office so as to not meet these people who are waiting for him.

It's a very shameful thing in the democracy that a chief Minister who hold such a high position in the state is waiting since last 6 days to meet the LG but can't meet him.

After looking at the state of Delhis chief Minister, many other chief minsiters of different states too got worried and

West Bengal, Andhra Pradesh, Karnataka and Kerala's chief minsters came to Delhi in support of Kejrival.

In his support they said that it's a constitution crisis and tried meeting the LG but the LG didn't even meet them.

This entire controversy is somewhere developing unity among the opposition parties

Apart from these 4 Chief ministers, Samajwadi party's Akhilesh Yadav, Tamil nadu's DMK party and communist party of India have also shown their support to Arvind Kejrival.

Congress is one party that is quiet here and somewhere supporting BJP and LG in this situation.

Delhi government says that these IAS officers who are not attending the meeting and carrying out this unofficial strike are not doing it on their own but under the pressure from above.

BJP, Modi and the center Government is creating pressure on them  to do this by  threatening them of their transfer.

as LG comes under BJP, center government.

Now friends lets see the third perspective that what are IAS officers saying and IAS association saying about this controversy.

Many IAS officers have tweeted about it and IAS association has even had a press conference about this.

basically they are denying any kind of strike here, they say that they have been coming for their work everyday, do it and leave for home.

They say that they are attending all the meetings 100%

I saw their press conference and this meeting things looked contradicting and confusing to me.

At one side they say that they have been attending all the meetings and on the other hand,

in the same press conference after some time they said that we are not attending a few meetings as we are afraid that they may even assault us!

look at this... "All the secretaries, all the officers  have attended the meeting with the minsters , spoke to them,  helped them to finalise the answers for the questions

apart form this the ESP meetings , budget meetings we have attended all the meetings.The meetings and gatherings we don't feel safe, we don't attend

Delhi government's ministers from Aam Aadmi Party have uploaded a lot of documents on twitter in their argument as a proof showing that the meeting are not been attended by the officers.

So here are some of the documents as Ministry of Environment had called  a meeting regarding air pollution but absent is marked there for the secretary.

so this is the proof from  their side but I have not seen any documentary proof from the IAS association to justify their argument.

So the straight question here is friends that who is lying and who is not

Are the Delhi Government ministers lying that the officers do not attend their meeting and are not allowed to work?

or the officers are saying the truth that they are attending the meetings and even work has been carried out.

only one can be true here out of these two things.

First I would like to ask you, what do think who is saying the truth here?

In my opinion there can be a few ways to find out who is lying and who is saying the truth.

One thing can be done is all their meeting should be live telecast and recorded so as to clearly see who is present and who is absent in the meeting.

This suggestion was itself given by Arvind Kejrival in February after the chief secretary incident so that every thing is live telecast and every one will know who is attending the meeting and who is not.

but I have a much better suggestion than this. I feel  the better way for this is that the powers which has been snatched away from the Delhi government and given to the LG should be given back to them.

so center  government only need to give  a notification so that the reporting power of IAS officers should come back to the chief minister.

This will clear out all the truth and the lies.

Once Delhi government gets the power to appoint or transfer the officers just like prior to May 2015 then they can't make an excuse that they are not been allowed to work

as then Kejrival will have the power to transfer and appoint if any officer doesn't work.

Then he will have all the power so I feel this is a permanent solution, a democratic solution and democratically it's a better thing.

This thing friends all brings Delhi's full statehood in front

At this time, how many things in Delhi is under Delhi's state government?

Anti corruption bureau is with LG,  all the bureaucrats and executive wing is with LG,

DDA which looks after the land, Delhi Development authority  who has the authority to look after the land and allocate it  for developmental work is with the home ministry.

Police who looks after the law and order is with the home ministry.

MCD who looks after the cleanliness and roads is with the home ministry

so such a government, the state government who has been elected by the people is left with what?

Education is left, healthcare, environment is left, tourism and  Delhi commission of women is left.

These are the few things which are left

so this is not even correct democratically hence  Delhi full statehood demand has been raised up since a long time.

BJP, Congress again and again both have asked for its demand.

Now since it's AAP hence BJP and Congress have turned very quiet in this matter.

So this was truth friends about this whole controversy and Delhi government.
